Q: Can I touch and read from a english transliterated Noble Qur’an ?

A: Yes, you may do so.

However, it is more rewarding to make an attempt to learn the Arabic in an attempt to recite the Quran. May take you a while to read in Arabic, however, due to the effort, the reward too would be more.
