Q: can stealing be forgiven in Islam?

A: Once you have asked the person you have stolen from for forgiveness or after you have compensated the infringed upon party, you would gain your forgiveness.

(Alternatively, infringed upon parties can forgive all persons indiscriminately without even being asked to do so. In the process of them doing so, you would gain your forgiveness.)

It is best to repay the party whose rights you have violated. Without doing so, one cannot be guaranteed forgiveness.
