My question was: What is the best way to approach an ‘individual’ who does not follow the basic requirements of Islam, such as praying or wearing hijab. The person is a born Muslim, speaks Arabic, and is fully capable of reading the Quran, Tafsir, Ahadith,..etc

Call to the way of your Creator with wisdom and superior (noble) advice.
Musa (alayhis salaam) was also advised by Allah; say your speech with kind and soft words. Likewise, you too must not injure the person with your words, so as to create maximum effectiveness for all parties. At the same time, you need not be entirely passive about the lack of their religiosity. Always remember, guidance is from Allah (subhanahu wa ta’ala).
Invite her to attend the local masjid. Attempt to have a women’s halaqa (gathering) and invite her to be a participant within that gathering
Find solutions for her problems and queries using Islam as a model for solving her critical issues. In the process, Insha-Allah, she would gain confidence in Islam and in your assistance towards her. Never impose yourself on her. Be a true friend and genuine guide.
Knowing Arabic in itself does not ensure Imaam. Many who opposed the Messenger of Allah (subhanahu wa ta’ala) knew perfect Arabic. Their Arabic skills did not prevent them from attacking Islam and Muslims. Such a trend continues up to this day. Thus, we should pray that this person gains the necessary insight to be amongst the guided. We also should make du’aa to Allah that He does not deprive us of our given imaam. May Allah (subhanahu wa ta’ala) guide us all to His path, Ameen.
