Q. Can I send money overseas to help the poor instead of doing the Qurbani?

A. No.

You can however have your animal sacrifice done abroad and feed the poor with a given sacrifice. You cannot give money in place of doing a sacrifice. There is a time for everything. So always be kind to yourself and do the correct thing at the correct time.
