Q. 1 Assalam alykum.
I am a muslim girl and not married. i was wondering if its okay to wear make-up(eyeliner,blush and mascara)? my friend always bothers me on wearing it due to the fact that i look tired and i dont look cute.and i respond to this by telling her that its haraam since am not married. but please tell me the significance of wearing it; because there are people who wear it for different reasons. 1.) for themselves to look beautiful 2.) To attract men.
Q.2 In our culture, married woman can wear makeup only. Is is true that married woman can use makeup. Non-married woman cannot.

Woman should not use attractants (makeup) in public without the face and body being well covered. This rule applies to married as well as single woman. (24:31)
Woman should wear the makeup under their hijab — be they single or married.
You are welcome to beautify yourself for your family, regardless of your marital status. Islam does not have a double standard between married and unmarried woman with the display of self to strangers or intimates (family, husband, etc.) A married woman must be modest. A single woman must be modest. Both would be awarded their Jannah in accordance to their compliance of Islam.
