Q. Would taraweeh be accepted if a person does not fast? If a person says there is no need to fast but pray at night. Would the prayer be accepted?

A. To intentionally not fast while being in sound health is a major sin — worthy of punishment. To denounce fasting is to denounce a portion of the Quran, Hadith and sunnah. Doing so is tantamount to Kufr.
To merely not fast while not denouncing it remains a major sin. Leaving out an important pillar of Islam which falls into the category of Fard without valid excuse tremendously weakens ones faith and falls into the category of major sins.
Taraweeh would insha-Allah be accepted, however, the enjoyment of the Quran would not be felt by a person who violates the commands of the Quran. A true Muslim could not listen to the Quran and intentionally follow a life style that contradicts it. Such hypocrisy is not sanctioned in Islam or by a rational Creator loving person.
