Q. Can surmah kohl to be worn out of the home for men and woman? Is it only for woman?

A.Yes, men and woman can both adorn themselves with kohl.

For woman, it should not be worn to make themselves look attractive to strangers. It should be done with the intent that it is sunnah, and that their exists a possibility that it can strengthen the eyes, so as to increase a persons ibadah towards Allah (Subhanahu Wata’Ala).
