A: Masturbation remains haram in both conditions: fasting as well as non-fasting. Holding back ones ejaculation could cause unwanted health issues. Holding it back would also constitute that which breaks the fast. You would have to make a qadha (makeup) for this fast, had you done this. (Kindly see the works of Allamah Shami on this matter)

Merely looking at a wo/man does not break ones fast. One should control the gaze at all times.
