A: One cannot call another person a munafiq (hypocrite) unless they have proof that the person is indeed a munafiq.  If a person mocks the Rasool of Allah or denies the major articles of faith, then only can a person be termed as a munafiq. However, under normal circumstances, average people should not be called munafiq, nor should the average person call another individual a munafiq.

To call leaders munafiq can be permissible by a group of scholars for showing the public the open errors of people in positions of leadership. However, even under such conditions, the majority should use positive language to enhance change in wrongful leadership. (See the ase of Musa (AS), etc.)

Should you find it difficult to stop calling a person a munafiq, merely allot yourself a punishment so as to restrict yourself from this poor habit. Example: Impose upon yourself a $10 fine for every time you use this word upon another person, regardless of whether that person is a munafiq or not.  For your task in life is not to police the faith of others. You task is to abstain from nifaaq (hypocrisy) and improve upon your own Imaan. For you know well, calling a person something they are not has in it the ability for you to become that very thing you are calling others.  Example, you calling an innocent person a munafiq could well result in you becoming a munafiq. May Allah (SWT) save one and all.

Rasulullah (SAW) was given divine inspiration as to who was munafiq and who was not a munafiq.  You and I are not given the liberty to title anyone a musnafiq, for revelation does not come to anyone after Rasulullah (SAW).

Allah Certainly Knows Best.
