masah or wudhu

Should a person have both legs amputated,how should wudhu be performed? Would leaving out the legs make wudhu complete?

The above ayah states that the feet must be washed to the protruding ankle. Since the feet and ankle are not present, washing of it would not be needed — for it does not exist. Nor would masah be required.
