If a non-parent has to wash a child, then it would be best for a woman (prefarably a caring female family member) to wash your sister. Should this impossible, then note the following:
If the your sister is four or younger, you would be able to wash her. If she is above the age of four, then she must have something on her body, eg: shorts whilst being washed. She should not have herself fully exposed to you if she is above the age of four. Upon her reaching the Islamic age of seven, it would not be Islamically appropriate for you to bath/wash her.
