Answer: A disbeliever cannot be a guardian (wali) for a Muslim in the above aspect (i.e. the aspect of nikah). The control of wali can only be given to a Muslim. (kibat used: Al Hidaya)

Allah Certainly Knows Best.

She can appoint responsible Muslims to help her with a good decision.
