Q. Is it permissible to touch the Qur’an without Wudhu?

A. The Quran can only be touched in a state of purity.

Purity here would mean that one cannot touch or recite the Quran whilst in need of a fard bath. If one is not in need of a fard bath, then such a person can recite the Quran from memory without wudhu. The Quran cannot be touched without wudhu.
