Q: We have created a zakah fund for paying for Qurans. It is to help nonmuslims better understand islam. Some discussion came wherin some said poor people are more needy and the zakah must be spent on poor instead of Quran. So can we give the Quran to poor nonmuslim instead of muslims?

Answer:

• Zakah money cannot be used to buy Qurans for distribution as described by you.
• Zakah money is not just any money, it is sacred money with sacred rules and regulations attached to it.
• It is the duty of those in-charge of Zakah funds to learn the rules that apply to zakah wealth and distribute as per religion. Or have someone that is proficient in presenting its knowledge to the zakah committee.
• The fund members must utilize this money wherein Muslims can benefit from this money.
